What is this program?
This program is the cash transfer program for the people and families of people that got infected by Covid-19 and living difficulties, and the families of people who died of Covid-19 during the community outbreak dubbed February 20 Event in 2021.
What is the purpose of this program?
Who is this program for?
– Poor families living in large-scale lockdown areas of Phnom Penh, Takhmao, and Sihanoukville and passed through identification interview of the Ministry of Planning.
– Families with members that died of Covid-19 during the community outbreak dubbed February 20 Event in 2021 nationwide and who are on the official list of the capital and provincial administrations, and an official death certificate issued by the Ministry of Health.
– Families with members who got infected by Covid-19 across the country with low livelihood difficulties during the community outbreak dubbed February 20 Event in 2021, and who are on the official list of the Ministry of Health or the capital and provincial administrations.
What are the benefits of the program?
The benefit offered by the program is a one-off cash support with the following rates:
A. Families with financial difficulties: Phnom Penh, Takhmao and Sihanoukville

The implementation of cash-payout conditions:
A. For families with livelihood difficulties and families whose members got affected by Covid-19 with livelihood difficulties, the process is as follows:
- – The Department of Social Welfare prepares a list of successful interviewees and the amount of allowance and sends it to the commune/Sangkat
- – then the commune/Sangkat administration must notify target families named in the list of allowances and the payout procedure. At the same time, the commune/Sangkat administration must post the list on the information board at the commune/Sangkat halls. The families who got successful in the interview can withdraw the allowance through the following procedures:
- • Withdrawals at Wing direct deposits
- • Automated withdrawals (e-banking Wing App)
B. Cash payout for families with member death from Covid-19 through the following:
- – Department of Social Welfare liaises with the Ministry of Health to obtain identification information of Covid 19 deaths for the preparation of the Cash-Payout
- – The Department of Social Welfare sends the donor data to Wing Bank to transfer money to the corpse’s family account
- – The Department of Social Welfare informs the department of Social Welfare capital, province to coordinate with the capital and provincial administration to inform the commune/Sangkat
- administration collaborates with Wing agents to provide relief to families directly at the residence of the deceased family
- – commune/Sangkat administration make a copy of the relevant documents for payment, such as a copy of the death certificate Identification card of the deceased family, family book and receipt then send an electronic document to the Ministry of Social Affairs, Veterans and Youth Rehabilitation.
