About the National Social Assistance Fund
The National Social Assistance Fund (NSAF) was officially launched on January 1, 2023.
The National Social Assistance Fund (NSAF) was officially launched on January 1, 2023.
The NSAF is a public administration institution with the Ministry of Social Affairs, Veterans and Youth Rehabilitation as the Technical Guardian and the Ministry of Economy and Finance as the Financial Guardian, established by Sub-Decree No. 68 dated March 31, 2022 on the Establishment of the National Social Assistance Fund as a Public Administration and Sub-Decree No. 210 dated October 17, 2022 on the structure of the National Social Assistance Fund through the integration of the National Social Security Fund for Civil Servants (NSSFCS), the National Veterans Fund (NVF) and the Department of Social Welfare.

His Excellecy Chhour Sopannha is currently the Secretary of State of the Ministry of Social Affairs, Veterans and Youth Rehabilitation, and a Royal Government delegate in charge of the Director General of the National Social Assistance Fund. He holds a Bachelor of Laws from Build Bright University and a Bachelor of Accounting from
Vanda Institute. He also holds a Master’s Degree in Public Administration from Preah Sihanouk Raja Buddhist University. His Excellency is currently pursuing a PhD in Public Policy from Royal Academy of Cambodia. His Excellency has served since 2005 with many positions such as officials of the Department of Labor Phnom Penh, Deputy Director of the Department of Administration, Director of the Department of Social Welfare for 7 years, and in March
2022, His Excellency was appointed as the Royal Government Delegate in charge of the Director General with the rank of Secretary of State.

The National Veterans Fund was established by Royal Decree No. 0710/595 dated 15 July 2010 and Sub-Decree No. 79 dated 24 July 2010 on the Establishment of the National Veterans Fund. Director's background of the Department of Social Welfare
The Department of Social Welfare was established by Sub-Decree No. 54 dated March 24, 2011 on the Organization and Functioning of the Ministry of Social Affairs, Veterans and Youth Rehabilitation.
From its inception to the integration of the Department of Social Welfare into the National Social Assistance Fund, there have been five department heads who manage and lead the following social welfare departments:

Department of Administration and Human Resource Management
The Department of Administration and Human Resource Management has the following responsibilities:
- Manage and direct administrative work, incoming and outgoing letters, and the circulation of other administrative documents
- Coordinate administrative activities at the central level and between the central level and the NSAF capital/provincial branches.
- Manage staff work and prepare officers’ statistics
- Organize and manage social service forces in social assistance programs
- Facilitate institutional development and capacity building
- Prepare monthly, quarterly, semi-annual, and annual summary reports
Department of Service Management and Subsidy Regime
The Department of Service Management and Subsidy Regime has the following responsibilities:
- Manage, direct and administrate services and policy regime
- Prepare procedures and determine the policy regime and transfer of the pension system from the capital to provinces and vice versa, and from province to province
- Establish mechanisms to provide social assistance interventions in response to disasters and other emergencies
- Support the effective implementation of program conditions and policy regimes, transparency and accountability in accordance with the provisions in force
Department of Fund Finance and Accounting
The Department of Budget, Finance, and Accounting has the following responsibilities:
- Develop a strategic budget plan
- Prepare the budget and monitor the implementation of monthly, quarterly, semi-annual, and annual budgets
- Forecast monthly, quarterly, semi-annual, and annual budget requirements for units under the NSAF
- Management of accounting and finance records
- Manage and settle operating expenses, expenses of subsidy, and related partners as the officer of the Committee on Inventory and State Assets.
- Manage the inventory of state property
- Prepare monthly, quarterly, semi-annual, and annual financial reports and progress reports
Department of Policy and Legislation
The Department of Policy and Legislation has the following responsibilities:
- Manage, direct, and administrate NSAF’s policy work
- Develop policies, strategic plans, and national social assistance programs
- Study, research and prepare draft laws and regulations related to social assistance work
- Monitor the implementation of action plans of all departments and subordinate units
- Receive complaints and mediate disputes related to social assistance work
- Compile laws and regulations related to social assistance
- Training and dissemination of legal documents and policies related to social assistance
- Monitor the implementation of laws, regulations and policies related to social assistance.
Department of Information Technology Management
The IT Management Department has the following responsibilities:
- Supervise, monitor and coordinate the organization of the information management system
- Assess the technical needs of information technology equipment that the organization needs to develop
- Create, develop, and improve information technology software systems
- Plan the hardware and software requirements of the IT management system
- Manage, maintain and protect information technology management systems and information technology equipment
Internal Audit Unit
The Internal Audit Unit has the following responsibilities:
- To audit the implementation of financial transactions in accordance with the relevant laws and regulations in force
- Audit financial management to ensure accuracy, identify risks and make recommendations to reduce risks
- Audit human resource management, transportation, and real estate in accordance with sub-decrees and prakas.
- Review procedures and practices to ensure that measures are put in place to prevent fraud. If fraud occurs, the internal control system can detect it in a timely manner

1. ASEAN Social Security Association
ASEAN Social Security Association (ASSA)
The ASEAN Social Security Association (ASSA) was proposed to be established by the Indonesian National Social Security Association in September 1995.
The proposal aimed to establish an institution that acts as a non-governmental organization to seek to promote the development of social security in the region in accordance with the laws and regulations of the member countries.
In line with ASSA’s objectives, programs and activities, ASSA will provide a forum for senior Social Security officers to meet regularly through the establishment of regional cooperation on training, research, and development.
After three years of organization, on February 13, 1998 in Bangkok, Thailand, the signing ceremony of the Memorandum of Understanding (MOU) for the Establishment of ASSA was officially signed by the co-founders, including Indonesia, Malaysia, the Philippines, Singapore, and Thailand. Meanwhile, representatives from Laos and Vietnam also attended the signing ceremony as observers.
The NSAF automatically became a member of ASSA in 2022 after the integration of the ប.ជ.អ. and the ប.ជ.ស. Both former institutions have been members of ASSA for many years.

- Promote regional cooperation in all areas of social security activities
- Participate in exchanging experiences and information regarding social security
- Cooperation with other social security institutions in the region and East Asia, as well as with relevant social security organizations or partners worldwide
- Cooperate in the protection, dissemination and development of the social security system through training, workshops, consultations and meetings. At the same time, joining ASSA has also brought about the progress of Cambodia’s social security system on the international stage and it has received 11 awards for excellence in practice, including 5 awards from the former ប.ជ.អ., another 5 from the former ប.ជ.ស institution, and 1 trophy from ម.ជ.ជ. in 2022.
