Social Assistance Program
A Post-Lockdown Social Assistance in Cash Scheme for people with livelihood difficulty and people living with Covid-19 and livelihood difficulty and people whose family member died of Covid-19 during the community outbreak dubbed February 20 Event in 2021
(starting from 10 June 2021 to 8 October 2021)
To address the challenges faced by the poor households with livelihood difficulty and living in the lockdown areas and the households whose members are infected with Covid-19 and are living in poverty and the households whose members died of Covid-19 across the country. The National Social Protection Council (NSPC), which is an arm of the Royal Government of Cambodia, has issued Decision No. 023 MEF dated 13 May 2021 on Mechanisms and Procedures for Post-Lockdown Social Assistance in Cash Scheme for People and Households whose family members get sick with Covid-19 and have livelihood difficulty and people and households whose family member died of Covid-19 during the community outbreak dubbed February 20 Event in 2021.
Objective
Objective: To solve the challenges faced by poor households living in the lockdown areas in Phnom Penh, Takhmao City of Kandal province, Sihanoukville of Sihanouk province where the large-scale measures are implemented and people get sick with Covid-19 and having livelihood difficulty and the people whose family members died of Covid-19 across the country.
Target group
- Households with livelihood difficulty identified by the Ministry of Planning in the lockdown areas of Phnom Penh capital, and Kandal and Sihanouk provinces
- Households whose members infect with Covid-19 and have livelihood difficulty
- Households whose members died of Covid-19 disease
Terms and conditions for registration:
Families with livelihood difficulty living in the lockdown areas in Phnom Penh, Takhmao City of Kandal province, Sihanoukville of Sihanoukville province where the large-scale measures are implemented and were passed through identification interviews by the Ministry of Planning.
Families whose members get sick with Covid-19 across the country and have low livelihood and livelihood difficulty during the community outbreak dubbed February 20 Event in 2021, which are on the official list of the Ministry of Health or the capital and provincial Administrations.
Families whose members died of Covid-19 during the community outbreak dubbed February 20 Event in 2021 across the country, which are on the official list of capital and provincial Administrations and have an official death certificate issued by the Ministry of Health.
Cash support will be given only once at the following rates:

The implementation of cash-payout conditions:
A. For families with livelihood difficulties and families whose members got affected by Covid-19 with livelihood difficulties, the process is as follows:
- – The Department of Social Welfare prepares a list of successful interviewees and the amount of allowance and sends it to the commune/Sangkat
- Afterwards, the Commune/Sangkat Administrations shall inform the target households whose names are on the list, about the cash support and cash-payout procedure. At the same time, the Commune/Sangkat Administrations must post the list on the information board at the commune/Sangkat Halls.
- Households who passed the interview can withdraw the cash support through the following procedures:
- • Withdrawals at Wing direct deposits
- • Automated withdrawals (e-banking Wing App)
B. The cash payout for households whose members died of Covid-19
The cash payout for households whose members died of Covid-19 is as follows:
- The Department of Social Welfare liaises with the Ministry of Health to obtain information on the identity of people who died of Covid-19 for the cash-payout process.
- – The Department of Social Welfare sends the donor data to Wing Bank to transfer money to the corpse’s family account
- – The Department of Social Welfare informs the department of Social Welfare capital, province to coordinate with the capital and provincial administration to inform the commune/Sangkat
- Commune/Sangkat Administrations collaborates with Wing agents to directly disburse the cash support to the deceased’s family.
- – commune/Sangkat administration make a copy of the relevant documents for payment, such as a copy of the death certificate Identification card of the deceased family, family book and receipt then send an electronic document to the Ministry of Social Affairs, Veterans and Youth Rehabilitation.
