Cash transfer program for poor and vulnerable households during Covid-19

(25 June 2020 to present)

The outbreak of Covid-19 has been occurring around the world, causing job losses and gradually declining incomes, especially among the poor and vulnerable low-income groups. To alleviate the hardships of the people get sick with Covid-19, especially the poor and vulnerable low-income people, the Royal Government of Cambodia under the leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia issued a Sub-Decree No. 88 ANK/BK, dated 12 August 2020, on the Implementation of the Cash Transfer Program for Poor and Vulnerable Households During Covid-19.

To receive the cash support from the Poor and Vulnerable Household Program, the following terms and conditions must be met as follows:

Equity card (type 1 and 2) shall be valid and shall be in the stages of identification of poor households as follow:

  • The downtowns in Phnom Penh: Equity cards in the first round of data collection
  • The downtowns outside Phnom Penh: Equity cards in the second, third and fourth round of data collection
  • Rural: Equity cards in the 11th, 12th and 13th round of data collection

The registration and cash payout

A. The first cash payout

  • Members of poor and vulnerable households who have equity cards must go to verify their names in a planned event at any commune/Sangkat halls by bringing with them the valid equity cards, in case their equity cards do not have photos for the verification, they must bring with them a Khmer identity card, family book or residence book.
  • After already verifying their names, the beneficiaries can go to get the cash support at any Wing agents by taking with them the equity cards. The beneficiaries cannot allow anyone other than a family member whose name is registered in the system or their legal representative recognized by the commune/Sangkat authority to get the cash support on their behalf. In case of violation, the beneficiaries and the stakeholders shall be held accountable before the law in force.
  • Agents of Wing Specialized Banking must verify bank account number using the equity card number and enter the password, and then let the beneficiaries change their bank account password by themselves (this bank account password will be used for the next cash payout), and take photos of the beneficiaries holding their equity cards and send the photos to the information management technology system before giving the money to them.

B. The next cash payout

The following month, the beneficiaries must go to disburse the cash support as follows:
  • The beneficiaries must go to disburse the cash support at any Wing agents, bringing with them the equity cards.
  • The agents of Wing Bank verify the bank account number using the equity card number, and then ask the beneficiaries to enter their account password and take photos of the beneficiaries holding their equity cards and then send the photos to the information management technology system before giving the money to them.
