Cash transfer program for pregnant women and children under 2 years old

(start date of the program is from 2 February 2020 to present)

The Royal Government of Cambodia has a long-term vision for social protection by

building an effective and financially sustainable social protection system to serve poverty reduction, vulnerability and inequality policies through the introduction of a National Social Protection Policy Framework 2016-2025,

which focuses on two pillars: the social assistance system and the social security system. To improve the social assistance system, the Royal Government of Cambodia has launched a cash transfer program for pregnant women and children under 2 years old through a Sub-Decree. No. 245 ANK/B.K, dated 31 December 2019.

From February 1, 2020, the Ministry of Social Affairs, Veterans and Youth Rehabilitation will be fully implemented, including commune / sangkat registrars and public health facilities as implementers.

Participate in improving the well-being of mothers and infants, and contribute to solving the problem of malnutrition of children in poor families, from the unborn child to the age of 2 years, to promote physical and mental growth.

A. First registration

  • Pregnant women and children under 2 years of age with the above documents must register at the commune to receive a WING card from the program and pay at the Wing counter.

B. Implementation of the conditions at a later time

  • Beneficiaries must go to a public health facility to receive scheduled health check-ups with a maternal or child health book and a bank account card.
  • Local public health staff must confirm the implementation of health examination conditions in the information technology management system and send to the institution
  • Institutions open to transfer cash immediately to the beneficiary’s bank account
  • Beneficiaries can withdraw money from opening agents anywhere in the country.

Message: Allowances should be used to purchase health food for mothers and children. Do not use this allowance to buy breast milk. Breast milk is the best food for a baby in the first 1,000 days of life.
