Cash Transfer Program for Vulnerable Families During inflationary pressures
Based on the uncertainty caused by the spread of Covid-19, the geopolitical tensions have led to an increase in the price of goods and food in the market, which is affecting the livelihood of poor and vulnerable households. Although the current situation has improved, the Covid-19 pandemic has still affected the world, leaving some people falling into the poverty line and vulnerabilities, unemployment, health problems, malnutrition and many other difficulties that the Royal Government of Cambodia and the whole society must work together to solve and restore the economic situation. The Royal Government of Cambodia under the wise leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia has launched a new program, among other social assistance programs. That is the cash transfer program to provide the cash support to vulnerable households during inflationary pressures in order to absorb the pressure of rising inflation.
Objective
The purpose of this program is to alleviate the burden of living conditions of the people in a time of crisis caused by Covid-19 pandemic, rising prices of goods and food in the market, which affects the livelihood of poor and vulnerable households.
Target group
Households identified as vulnerable households through the vulnerable household identification of the Ministry of Planning.
Terms and conditions for registration:
- Target group: Households identified as vulnerable households through the vulnerable household identification of the Ministry of Planning. Those vulnerable households are in the areas affected by the 2022 floods identified by NSPC.
- The heads of household or the family members appointed by the household heads during the interview must have Khmer identity cards. The Khmer identity card is used as a cash-payout card.
- For any households who do not have the Khmer identity cards, the Ministry of Planning has issued a ID number to replace the Khmer identity card for the household heads to be used for withdrawing the cash payout.
- Commune/Sangkat chiefs shall issue a cash-payout certificate to household heads for any households who do not have the Khmer identity cards. This certificate must be affixed with photos of the household heads.
- Any households having valid equity cards are not eligible for this program.
The implementation of cash-payout conditions:
The purpose of this program is to alleviate the living problems of the people, at a time of crisis caused by the spread of Covid-19 disease, the price of commodities and food increased which affects the livelihood of poor and vulnerable families.

The registration and cash payout
There are 3 phases:
- The first time, December 10, 2022
- The second time, April 10, 2023
- The third time, July 10, 2023
The disbursement of cash support from the cash transfer program to provide the cash support to vulnerable households during the inflationary pressures is implemented by the National Social Assistance Fund, using existing mechanisms of the cash transfer program to provide cash support to poor and vulnerable households during the fight against Covid-19 through Wing Bank (Cambodia) Plc.
