Social Assistance in Cash Scheme for Vulnerable Families Seriously Affected by Floods
After the Kingdom of Cambodia experienced severe floods in the past, the Royal Government of Cambodia has taken care of the lives of vulnerable households by introducing additional interventions of social assistance in cash to vulnerable households living in areas where were severely affected by the floods in 16 provinces, including Phnom Penh, Kandal, Takeo, Pursat, Battambang, Banteay Meanchey, Siem Reap, Kampong Thom, Kampong Cham, Tbong Khmum, Kratie, Kampong Chhnang, Prey Veng, Kampot, Svay Rieng and Oddar Meanchey.
Objective
To alleviate the livelihood difficulty of people who were severely affected by the floods in 2022 with equity, integrity and transparency.
Target group
Households identified as vulnerable households through the vulnerable household identification of the Ministry of Planning. Those vulnerable households are in the areas affected by the 2022 floods identified by NSPC.
Terms and conditions and registration for the program:
- Target group: Households identified as vulnerable households through the vulnerable household identification of the Ministry of Planning. Those vulnerable households are in the areas affected by the 2022 floods identified by NSPC.
- The heads of household or the family members appointed by the household heads during the interview must have Khmer identity cards. The Khmer identity card is used as a cash-payout card.
- For any households who do not have the Khmer identity cards, the Ministry of Planning has issued a ID number to replace the Khmer identity card for the household heads to be used for withdrawing the cash payout.
- Commune/Sangkat chiefs must issue a certificate of the cash support disbursement to the heads of any households that do not have Khmer identity cards. This certificate must be affixed with photos of those household heads.
The implementation of cash-payout conditions:
Vulnerable households affected by floods in the above 16 target provinces must receive the cash support at the following levels:

The registration and cash payout
Registration and opening 3 times a month
- First month, second week, December 2022
- Second month, second week, January 2023
- Third month, second week, February 2023
The payout for cash support of the Cash Transfer Program for vulnerable households affected by the floods are implemented by the National Social Assistance Fund (NSAF), using existing mechanisms of the Cash Transfer Program to provide cash support to poor and vulnerable households during the fight against Covid-19 through Wing Bank (Cambodia) Plc.
