What is the Social Security Regime for Civil Servants?
Social Security Regime for Civil Servants defines the social security system, implementation institutions, and funds to support this social security system under the provisions of the law on the general statute of Civil Servants of the Kingdom of Cambodia.

What are the conditions for receiving benefits?
Civil servants who receive social security must meet the following criteria:
Retirement
- with an age limit of 60 years old and at least seniority of 20 years or more.
- Before the age limit must have a seniority of 30 years or more.
Partialy loss of professional
completely or partialy loss of professional or mental fitness due to an occupational accident or occupational disease with at least 20 years of seniority.
Death
A civil servant dies due to illness or mission.
Note ៖
- Assessment of loss of professional fitness decided by the committee composed of a physician.
- Civil servants with less than 20 years of service can receive sponsorship only once and the amount is equal to 10 times of the last basic salary at the relevant ministry.
HOW TO CALCULATE PENSION?
Pension or professional disability pension is calculated based on position, rank, and seniority by using the basic salary of civil servants. See the table below:

Pension
Pensions are provided to retirees with a combination of child support and other allowances. In case of delay in completing the form, the pension will be paid from the date of retirement in accordance with the principles in force. Retirees are required to receive a policy allowance for the first time, equal to the last 8 months of the last basic salary paid by the relevant ministries and institutions before transferring to pay the pension at the Ministry of Social Affairs, Veterans and Youth Rehabilitation. .
Professional Disability Pension
Professional disability pension includes spousal and dependent children and other allowances, if any. In case of late completion of the professional disability pension, payment will be made from the date of incapacity in accordance with the principles in force. People with disabilities and seniority from 20 years old receive one policy allowance equal to 7 months of the basic base salary at the relevant ministries and institutions and are transferred to pay the professional disability pension and You are in charge of the Ministry of Social Affairs, Veterans and Youth Rehabilitation.
What documents do you need to be eligible?
Retirees or people with disabilities, children and those in charge of the bodies of civil servants at the headquarters of the National Social Assistance Fund (NSAF) for residents of Phnom Penh and Kandal Province and at branches (NSAF) ) Province where the person resides by the due date or NSAF Middle class working hours to receive social security.

- NSAF Office Officer The province will notify the retiree of the middle level of the NSAF update.
- NSAF Intermediate level inspects documents, takes photos and scans fingerprints, enters information systems and prints right thumbprints on bank account opening documents for retirees.
- Information Technology Officer of NSAF The middle class examines and verifies data in the IT system and prepares monthly pensions to be opened through the banking system. In case of insufficient information, NSAF officials Will contact the retiree or the Ministry of Civil Service for more information.
- Retirees can pay their pensions at partner banks by transferring their pensions twice a month, the first in the second week and the second in the fourth week.
Arrangement of professional disability pension (2)
The relevant ministries and institutions are responsible for applying for the professional disability pension for the disabled person to the Ministry of Social Affairs, Veterans and Youth Rehabilitation with the NSAF. Bank account for payment

For residents in Phnom Penh or ACLEDA Bank Plc. Provinces to create accounts for the opening of the monthly social security system.
What are the health benefits?
Retired or disabled people receive free medical treatment at a health facility through the National Social Security Fund (NSSF). In case of retirees or persons with disabilities who do not have a professional ID card, the National Social Assistance Fund shall coordinate with the National Social Security Fund of the Ministry of Labor and Vocational Training to provide the Social Security Fund for Health care.
