The National Veterans Fund was originally called the Department of Disabled Veterans (January 14, 1985 until 1992) and later renamed the Veterans’ Pension Department of the Ministry of Social Affairs, Labor, Vocational Training and Youth Rehabilitation (from January 14, 1985 to 1992). July 1, 1993 to 1999) Until 2000, the Royal Government cut the Department of Veterans’ Pension to the Ministry of Women’s Affairs and Veterans from 2001 to June 2005. From July 2005 to July 2008, this department was transferred to the Ministry of Social Affairs, Veterans and Youth Rehabilitation.
Pursuant to Royal Decree No. NS/RKT/0710/595 dated 15 July 2010 on Social Security Scheme for Veterans, the goal is to manage the social security scheme for veterans in the Kingdom of Cambodia. The purpose is to: Implement the Royal Government’s national policy on veterans. Increase the efficiency of giving cash support from the social security scheme to veterans and veterans’ families in quick and transparent manner. Contribute to the national strategy for financial system reform. Improve the material and spiritual life of veterans and create a social safety net. Establish partnerships with countries in the region and the world in the field of veterans The coverage applies to: Veterans of the Royal Cambodian Armed Forces Veterans of the Cambodian National Police Veterans of the civil service, contractual staff, militiamen, soldiers and citizens who have fought or served in the fight for the nation

Veterans
- • Retirees: former national police officers of the Ministry of Interior or a former soldier of the Ministry of National Defense who has served in the framework of the line ministry and has been put into retired.
- • People with professional unfitness: former national police officers of the Ministry of Interior or a former soldier of the Ministry of National Defense who has served in the framework of the line ministry and has been put into loss of their working capacity.
- • Disabled people: former soldiers of the Ministry of National Defense or former officers of the national police or a militia of the Ministry of Interior who has lost one or more of their organs of the body from participating in combat, serving the combat, training in dangerous skills, conducting dangerous experiments and due to natural disasters or normal work.
Veterans’ families
- • Families of the sacrificed or the deceased: the families of soldiers of the Ministry of National Defense or the families of national police officers of the Ministry of Interior who was sacrificed their lives during the mission or died of a disease or accident.
- • Families of the dead retirees, people with professional unfitness or disabled people

• Pension and allowance regime for former national police officers of the Ministry of Interior Conditions to the pension and allowance:
Retirement
– Retirement at the age limit: Police officers of both sexes working for the national police force for at least 3 consecutive years, havingthe rank of:
- Colonel up to 60 years old
- Lieutenant Colonel at 58 years old
- Major or lower at the age of 55 – Early Retirement: Regardless of age and the duration of service:
- Works in difficult and dangerous areas or health affected areas for 15 years for men and 10 years for women
- Serves in the national police for 20 years for men and 10 years for women.
Disability: Loss of one or more organs of the body when assigned to perform missions, training in the most dangerous skills, performing hazardous experiences and by natural disasters in hazardous areas during normal work, and is evaluated by the evaluation committee.
Loss of work capacity: serves for at least 15 years for men and 10 years for women, and is evaluated by the evaluation committee.
Families of the former national police: wife, the dependent children, parents and guardians of the former national police who sacrificed their lives, are dead or disappearance can receive the allowance with the following conditions:
- Legal married wife in widowhood
- dependent children under 21
- birth parents or guardians (without parents) if any

Disability Veterans lose one or more organs of the body due to occupational accidents or natural disasters while receiving orders, completing missions and performing normal work, and as assessed by the evaluation committee. A. The Ministry of National Defense must prepare and send the transfer request attached with Prakas, sub-decree or Royal Decree, resume, the financial support letter, name list (2 copies) including:
Retirees: Photos, name list of the retirees, ID cards (if any).
People who lost the working capacity: Photos and working capacity assessment letter.
People with disabilities: photos and disability assessment letter.
The sacrificed or dead people: the sacrificed or death certificate
B. National Social Assistance Fund (NSAF)
– The Department of Service and Allowance Benefit Management at NSAF headquarters prepares a decision to recognize and provide the pension or allowance and sends one copy of those documents to capital and provincial NSAF branches.
– Capital and provincial NSAF branches must notify the concerned person to come and fill in the information in the information sheet.
– Take the information sheet to be certified by the village chief and commune/Sangkat chief, attached with the decision, ID card and residence book or family book.
– In case of updating the information at NSAF headquarters, the concerned people must open bank accounts, bringing with them the information sheet, ID card, and residence book or family book and a certified letter from NSAF.
D. National Social Assistance Fund (NSAF)
– Updates the information at partner bank branches (in provinces) according to the deadline of NSAF headquarters at every business hour by entering information of veterans and their families, taking their photographs and scanning their right index fingers in the system.
– The IT Department at NSAF headquarters integrates bank accounts into IT management systems.
– Office of Finance and Accounting prepares the budget and transfer it to the successor through the partner banks.

Capital and provincial NSAF branches prepare a request to delete the names of the deceased and provide social security payment, a death recognized letter, attached with resume, the death certificate, the family book and then send it to NSAF headquarters.
NSAF headquarters issues a decision to provide the social security payment and to recognizes families of the deceased
C. Families of the deceased
+Come and fill in the information in the information sheet for an update at capital and provincial NSAF branches or NSAF headquarters.
+ Take the information sheet to get certified by the village chief and commune/Sangkat chief.
+ In case of updating at NSAF headquarters, a bank account must be opened at Canadia Bank (attached with the information sheet, ID card and residence book or family book and a certified letter from NSAF)
+ Provide the bank account numbers back to capital and provincial NSAF branches or NSAF headquarters.
D. National Social Assistance Fund (NSAF)
+ Provide the social security payment and continue paying the 3- month pension to the family of the deceased before deleting the deceased’s data from the IT system.
+ Updates the information at partner bank branches (in provinces) according to the deadline of NSAF headquarters at every business hour by entering information of the deceased’s families and photos, and scanning their right index fingers in the system.
The IT Department at NSAF headquarters enters the bank accounts into the system.
Office of Finance and Accounting prepares the budget and transfers it to the successors through the bank partner.

Provide the funeral payment and allowance and continue receiving the allowance for 3 months before deleting the data from the IT system.

Veterans receive free medical treatment at health facilities through the National Social Security Fund (NSSF Cards). In case retirees or people with professional unfitness do not have NSSF cards, the National Social Assistance Fund coordinates with the National Social Security Fund of the Ministry of Labor and Vocational Training to provide NSSF cards for health care.
