The National Security Fund for Assistance was originally eligible as the Retirement Office of the Department of Social Welfare, which is the retired Prime Minister and Society, Ministry of Social Affairs, Labor, Vocational Training and Eight Youths, which is the pension management unit of the Ministry of Social Affairs, Veterans and Youth.
The National Social Security Fund for Civil Servants was established by Sub-Decree No. 14 dated 5 February 2008 pursuant to Royal Decree No. NS / RKOT / 0108/039 dated 18 January 2008 on The Social Security Regime for Former Civil Servants aims to identify the social security system, institutions and funds for supporting the social security system for civil servants under the provisions of the Law on the General Statute of Civil Servants of the Kingdom of Cambodia.

The categories of beneficiaries of the social security system, including civil servants, retirees, the disabled, and their dependents are as follows:
- Beneficiary (successor): Receive a monthly pension or professional unfitness pension for the whole life, cash support from National Social Security Fund (NSSF) upon the death and cash support for dependents.
- – Spouse (wife or husband who is not the civil servant: Receives a monthly cash support for the whole life, unless that spouse has a new spouse or dies. This benefit is provided to retirees and people with professional unfitness.
- – Dependent children: Receive a monthly cash support until the age of 21. This benefit is provided to dependent children of retirees, people with professional unfitness and the deceased who is the civil servant.

Civil servants who receive social security scheme must meet the following conditions:

- Retirement by age : Civil servants must be 60 years of age and at least have 20 years of seniority.
- Early retirement: Civil servants with 30 years or more of seniority.
Partialy loss of professional
Civil servants with less than 20 years of seniority can receive a one-time payment equal to 10 times the last basic salary at the line ministry.
Death
Civil servants die due to illness or mission.

ប្រាក់សោធននិវត្តន៍
Pension is provided to retirees combined with the allowance for spouse and dependent children and other allowances. In case of delay in completing the form, the pension will be paid from the date of retirement in accordance with the principles in force. A list of the total pension is displayed in the Retired Civil Servants Information Sheet in the table below:

Pure pension is calculated by the base salary multiplied by the percentage of seniority as shown in the table below:

Retirees are required to receive a policy allowance for the first time, equal to the last 8 months of the last basic salary paid by the relevant ministries and institutions before transferring to pay the pension at the Ministry of Social Affairs, Veterans and Youth Rehabilitation. .

Disability pension, plus spousal and dependent children and other allowances, if any. In case of late completion of the professional disability pension, payment will be made from the date of incapacity in accordance with the principles in force. Social Security Receipt Update via Banking System
Retirees or people with professional unfitness, dependents and children in the care of dead civil servants can come and update the information at the headquarters of the National Social Assistance Fund (NSAF) for residents of Phnom Penh and Kandal provinces and at provincial branches of NSAF if they live in provinces according to the deadline or at NSAF headquarters at every business hour to receive the payout from the social security scheme.
Retirees or people with professional unfitness, dependents and children in the care of dead civil servants cannot come to update the information at a provincial NSAF branch. NSAF officials need to go to do update at theirs houses.

After receiving the information sheet from the Ministry of Civil Service, retirees can come and update the information at a provincial NSAF branch. The pension preparation process is as follows:
- Retirees and their dependents come to a provincial office of NSAF branch to get the retirement information, bringing with them as follows:
- Retiree: Retired Civil Servants Information Sheet, Khmer identity card and family book or residence book.
- Spouse: A copy of marriage certificate and Khmer identity card.
- Dependent child: Birth certificate.
- Official of provincial NSAF branch must inform the date of the update to the retirees according to the update schedule of the NSAF headquarters.
- NSAF headquarters inspects and verifies the documents and does the data entry, and then takes a photo and scans the retirees’ fingerprints, enters the information into the information management system and asks the retirees to affix their right thumbprint on the documents to open a bank account for them.
- The IT Department at NSAF headquarters checks and verifies the information in the information technology system and prepares monthly pension to be provided through banking system. In case of insufficient information, IT Department officials of NSAF liaises with the retirees or the Ministry of Civil Service for more information.
- Retirees can receive their pensions at any partner banks by transferring their pensions twice a month, in which the first time is in the second week and the second time is in the fourth week.

The bank accounts are used for to monthly withdraw the payment from the social security scheme. - In case of retirees or people with professional unfitness have a bank account other than the above banks, NSAF helps coordinate with them to create bank accounts at Canadia Bank Plc., for those living in Phnom Penh or ACLEDA Bank Plc., for those living in provinces to monthly withdraw the payment from the social security scheme.

Dead civil servants
- A civil servant who dies due to illness receives a one-off allowance equal to 6 times of the basic salary and an allowance of 2,000,000 Riels for the funeral from the line ministry or institution.
- A civil servant who dies due to the duty receives a one-off allowance equal to 8 times of the basic salary and an allowance of 4,000,000 Riels for the funeral from the line ministry or institution.
- In addition, their spouses and dependent children of the dead civil servants receive the payment from the social security system at the Ministry of Social Affairs, Veterans and Youth Rehabilitation with the dependent children receiving a monthly salary of 10,000 Riels per person.
The dead retirees or people with professional unfitness
When a retiree or a person with professional unfitness dies, their family is given by the Royal Government a one-off allowance from the social security scheme equivalent to 12 months of the total salary of the concern person.The preparation process for the allowances provision from the social security scheme to the families of the deceased is as follows:
- The family of the deceased must come to a provincial NSAF branch, prepares an Application for Social Security Allowance affixed with a 4×6 photo of the applicant and certified by the commune/Sangkat authority and attached with the following documents:
- Copy of death certificate
- The deceased’s book or bank card and ATM card, if any
- Family book or residence book (of the applicant)
- Copy of birth certificate (of the applicant)
- Khmer Nationality Identity Card (of the Applicant)
- Authorization letter of the deceased (if any)
- A provincial NSAF branch checks, verifies and sends the application to NSAF headquarters to update the information.
- The Central NSAF issued a proclamation to remove the names of the corpses from the monthly pension payroll and social security allowance (by the Minister) to terminate the monthly pension (severance in the month after death).
- The Office of Planning, Statistics and Information Technology shall be de-registered in the information technology system and on the social security system on a monthly basis.
- The Office of Finance and Supply shall prepare a table of social security allowance payout to families of the deceased on any date and the provincial NSAF branch hands over it to the deceased’s family.

Dependent children of the dead civil servants
The line ministries and institutions request to transfer the management of allowance for the dependent children of the dead civil servants to the Ministry of Social Affairs, Veterans and Youth Rehabilitation, which NSAF is in charge of the allowance preparation. The process of allowance preparation for the dependent children of the dead civil servants is as follows:
- The dependent children of the dead civil servants must fill out the information sheet attached with their birth certificate, family book or residence book, Khmer identity card (if any).
- Provincial NSAF branches informs about the date of the update of NSAF to the deceased’s dependent children.
- NSAF headquarters inspects and verifies the documents and does the data entry, and then takes a photo and scans the right fingerprint in the information management system.
- The IT Department at NSAF headquarters checks and verifies the information in the information technology system and prepares a monthly policy allowance to payout to the dependent children of the deceased.
- The dependent children of the deceased can directly withdraw the total the cash for the whole year from the NSAF headquarters at the commune/Sangkat hall.
Note:
- The dependent people of the retirees or people with professional unfitness
The dependent people of the retirees or people with professional unfitness under NSAF of the Ministry of Social Affairs, Veterans and Youth Rehabilitation must continue to receive a monthly policy allowance from the Royal Government. - After giving an announcement on the deceased elimination and letter on social security scheme support to the family of the deceased retiree or person with professional unfitness, the official of the IT Department at NSAF headquarters checks and verifies in the information technology system to change the status from the dependent of the retiree or person with professional unfitness to the dependent of the deceased to prepare a new benefit list for the dependent of the deceased. For the monthly allowance for the dependent of the deceased can directly withdraw the total cash for the whole year from the officials of NSAF headquarters at the commune/Sangkat hall where the concerned person lives.
តើអ្វីជាអត្ថប្រយោជន៍សម្រាប់សុខភាព?
Retired or disabled people receive free medical treatment at a health facility through the National Social Security Fund (NSSF). In case the beneficiary does not have this card, the National Social Assistance Fund will coordinate with the Ministry of Labor and Vocational Training to provide the SSC for health care.
